The draws for the second and third round of the Carabao Cup have been made following the conclusion of the first-round ties. The draw was made for the two following rounds are being made together due to the proximity of the two rounds – with the first four rounds of the competition needing to be completed by the end of September due to the shortened football season.

The second round remains unseeded and was still regionalised into a northern section and a southern section.
The 13 Premier League teams that are not involved in European competition join the Carabao Cup at this stage, as well as relegated Premier League sides Bournemouth and Watford.
