5. Liv Morgan – 2 (2023, 2024)
Liv Morgan has competed in every women’s Royal Rumble match since its inception in 2018. That’s an impressive feat, but Morgan would like to go one better in her ninth Rumble outing in 2026.
The two-time Women’s World Champion kicked things off as the second entrant in the 2023 women’s Royal Rumble match alongside Rhea Ripley. The duo were the first two in and the final two standing. Morgan gave it her best shot, but Ripley eliminated Morgan to win the Rumble.
12 months later, Morgan entered the 2024 women’s Royal Rumble match as a surprise entrant, entering 30th. She received a huge pop, and despite eliminating the debuting Jade Cargill, she came up short against Bayley, finishing as a runner-up for the second consecutive year. There’s a good omen for Morgan as both Ripley and Bayley went on to win their respective women’s world championship matches at WrestleMania.
4. Shawn Michaels – 2 (1994, 2007)
Shawn Michaels is one of the greatest performers in the history of the Royal Rumble. The Heartbreak Kid won back-to-back Royal Rumbles in 1995 and 1996. However, Michaels featured in the 1994 Royal Rumble match. The ’94 Rumble is unique as it’s the only Rumble to crown co-winners.
Furthermore, HBK was eliminated by Lex Luger, and after Luger and Bret Hart eliminated each other, they were co-winners of the Rumble, with Michaels as the runner-up.

13 years later, after his runner-up finish in ’94, Michaels once again finished as a runner-up in 2007. Michaels and The Undertaker were the final two entrants. However, the two legendary figures had an iconic mini-match with Undertaker preventing Michaels from winning a record-equaling third Rumble to win the Rumble for the first time in his career.
