According to Fabrizio Romano, Chelsea are progressing with the Wesley Fofana transfer by contacting the Fofana deal intermediaries. This is a significant step forwards for the move as the Blues look to the Leicester City centre-back as a method of shoring up their back line.
However, Romano adds that an initial bid has been turned down although the defender is keen for a move.

Why Are Chelsea Pushing So Hard?
The Blues are pushing hard for the deal as part of their large outlay to finish the transfer window. One of the main features of Thomas Tuchel’s side’s recent trip to Elland Road was defensive weakness.
Chelsea conceded three times to Leeds United when using a back line with wing-back Reece James in it. By adding a centre-back to the squad, the Stamford Bridge side has more depth in the middle and far more tactical options.
A central defender has been of interest since the start of the window, with a move for Jules Kounde falling through earlier in the summer.
It's not over yer for Wesley Fofana to Chelsea. Wesley's pushing to join Chelsea, it's his dream and 'obsession' so negotiations are expected to continue after £70m bid turned down. 🔵 #CFC

Could Leicester City Accept a Wesley Fofana Transfer Offer?
Whilst the Foxes originally held off on the potential of accepting an offer, it isn’t an ideal position for them. The centre-back accepted personal terms with Chelsea and missed out on the matchday squad when the King Power welcomed Southampton.
The player wants the move, and with Leicester’s need to sell players before making any acquisitions, the £80 million+ transfer fee Brendan Rodgers is demanding from a Wesley Fofana transfer would go a long way towards providing a war chest for the coming weeks.
Would the Centre-Back Accept the Move?
In an interview with The Telegraph, the Frenchman discussed his interest in winning trophies and playing at the World Cup for France. Chelsea offers that and more. With five trophies in as many years, Stamford Bridge is an ideal location for a player seeking his first silverware.
Meanwhile, playing in the Champions League is ideal for increasing the player’s visibility. Didier Deschamps is looking for the best. As a result, Wesley Fofana needs to play against the best to secure a place in the squad for Qatar.
