However, their respective unknowns at quarterback make them too risky to take as a top-12 option. <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/B\/BeckOd00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Odell Beckham<\/a><\/strong> has the highest upside of this group, but he struggled to develop chemistry with <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/MayfBa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Baker Mayfield<\/a><\/strong> and hasn\u2019t played a full season in good health since 2016.<\/p>\n<h3>Tier 4: Solid WR2<\/h3>\n<p>17. Brown<\/a><\/strong> is a legitimate stud, but his production will suffer from <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/T\/TannRy00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Ryan Tannehill<\/a><\/strong>\u2019s inevitable regression. <strong>D.J. Chark<\/strong> should thrive with <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/MinsGa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Gardner Minshew<\/a><\/strong> and no other targets of note in Jacksonville, but the passing volume probably isn\u2019t high enough to make him a true WR1. <strong><a href=\"https:\/\/www.pro-football-reference.com\/search\/search.fcgi?pid=WoodRo02,WoodRo21,WoodRo00&amp;search=Robert+Woods&amp;utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Robert Woods<\/a><\/strong> and <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/K\/KuppCo00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Cooper Kupp<\/a><\/strong> are trapped in an uncertain Los Angeles Rams offense that doesn\u2019t know what it wants to be.<\/p>\n<p><a href=\"https:\/\/lastwordonprofootball.com\/2019\/12\/13\/wr-juju-smith-schuster-not-expected-to-play-sunday\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Juju Smith-Schuster<\/strong><\/a> is a talented receiver, but last year proved he can\u2019t thrive with bad quarterbacking. Betting on Juju is also betting on a 38-year old quarterback coming back from a season-ending arm injury without missing a beat. <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/McLaTe00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Terry McLaurin<\/a><\/strong> is fantastic, but <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/H\/HaskDw00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Dwayne Haskins<\/a><\/strong> is not. <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/MetcDK00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">D.K.
