At this point, most free agents have signed with their new teams, and only minor changes in rankings will occur for players. Unlike the past few seasons, there are no top running backs projected in this year\u2019s rookie draft class. That means it is the perfect time to start ranking out running backs to target for the next fantasy season.<\/p>\n<p>This will be part one of a four-part series that separates the running back class into four tiers and counts down to the top back.<\/p>\n<p><a href=\"https:\/\/lwosonnfl.ms.lastwordonsports.com\/2019\/04\/09\/fantasy-football-running-back-rankings-tier-three\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Pre-Draft Fantasy Football Running Back Rankings: Tier Three<\/strong><\/em><\/a><\/p>\n<p><a href=\"https:\/\/lwosonnfl.ms.lastwordonsports.com\/2019\/04\/14\/pre-draft-running-back-rankings-tier-two\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em><strong>Pre-Draft Fantasy Football Running Back Rankings: Tier Two<\/strong><\/em><\/a><\/p>\n<h2><strong>Fantasy Football:\u00a0<\/strong><strong>Tier Four\u00a0<\/strong><strong>Pre-Draft\u00a0 Running Back Rankings<\/strong><\/h2>\n<h4><strong>Sleeper: Rashaad Penny<\/strong><\/h4>\n<p><a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/seahawks\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Seattle Seahawks<\/a> running back <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/P\/PennRa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Rashaad Penny<\/a><\/strong> is a tough running back to rate. Penny appeared in 13 games for the Seahawks as a rookie in 2018, averaging just 4.7 points throughout the year. However, it wasn\u2019t necessarily that Penny wasn\u2019t good, but more that he was in his first NFL season competing for touches against other talented backs.<\/p>\n<p><strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/C\/CarsCh00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Chris Carson<\/a><\/strong> ended up winning the starting job over Penny and performed admirably. Carson started 14 games last season, rushing for over 100 yards in six of those games. If he\u2019s healthy, he will definitely be the guy. But there are question marks on his health since he missed two games with injury\u00a0and was banged up a few other times. <strong><a href=\"https:\/\/www.pro-football-reference.com\/search\/search.fcgi?pid=DaviMi01,DaviMi20,DaviMi21&amp;search=Mike+Davis&amp;utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Mike Davis<\/a><\/strong> was the second back in line, and he is now <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/bears\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Chicago Bear<\/a>.<\/p>\n<p>Penny boasted a nice 4.9 yards-per-carry (YPC) last year. The only game he had more than ten carries he went over 100 yards on the ground. Penny is a high-risk, high-reward guy. If Carson is healthy, he doesn\u2019t have much value. If Carson goes down at any point, Penny has as much upside as almost anyone in the league.<\/p>\n<h4><strong>Notable Free Agents<\/strong><\/h4>\n<p><strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/A\/AjayJa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jay Ajayi<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/search\/search.fcgi?pid=MartDo00,MartDo21&amp;search=Doug+Martin&amp;utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Doug Martin<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/W\/WareSp00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Spencer Ware<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/Y\/YeldT.00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">T.J. Yeldon<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/C\/CollAl00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Alex Collins<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/P\/PoweBi00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Bilal Powell<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/H\/HillJe01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jeremy Hill<\/a><\/strong>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/B\/BlouLe00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">LeGarrette Blount<\/a><\/strong><\/p>\n<p>On to the rankings.<\/p>\n<h4><strong>40 and 39. Peyton Barber and Ronald Jones<\/strong><\/h4>\n<p>The <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/buccaneers\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Tampa Bay Buccaneers<\/a> had one of the most disappointing backfields of 2018. As a team, they were ranked 29<sup>th<\/sup> in rushing yards, and second-to-last in YPC (3.9). <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/B\/BarbPe01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Peyton Barber<\/a><\/strong> was the team\u2019s leading rusher, but he only managed 871 yards. The teams next two leading rushers were quarterbacks <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/W\/WinsJa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jameis Winston<\/a><\/strong> and <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/F\/FitzRy00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Ryan Fitzpatrick<\/a><\/strong>. Most games, the run game was so ineffective it was abandoned completely.<\/p>\n<p>Tampa Bay took <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/J\/JoneRo01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Ronald Jones<\/a><\/strong> taken in the second round of the 2018 draft. Most thought he would come in and immediately take the job from the unproven Barber. Instead, he was only active in nine games and saw just 23 carries on the season. It is too early to call him a bust, but after his performance last season, people would be crazy to draft him to their fantasy team. There is no way the Bucs don\u2019t add another running back, either through free agency, or the draft.<\/p>\n<h4><strong>38. LeSean McCoy<\/strong><\/h4>\n<p><strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/McCoLe01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">LeSean McCoy<\/a><\/strong>\u2019s fantasy value is surviving through name value alone. It was a only a few years ago that McCoy was a first-round pick in any league. From 2010 to 2018, McCoy had at least 1,000 yards from scrimmage every year. 2017 McCoy had over 1,500 scrimmage yards. However, he looked like a shell of himself in 2018.<\/p>\n<p>He averaged a putrid 6.7 fantasy points per game and barely managed 700 total yards. Don\u2019t be caught up in McCoy\u2019s name value. He should not be drafted.<\/p>\n<h4><strong>37. Adrian Peterson<\/strong><\/h4>\n<p>Another once top name to avoid in fantasy next season is <strong><a href=\"https:\/\/www.pro-football-reference.com\/search\/search.fcgi?pid=PeteAd01,PeteAd00&amp;search=Adrian+Peterson&amp;utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Adrian Peterson<\/a><\/strong>. Sure, he had a much better season than expected in 2018, but don\u2019t expect the same for him in 2019. Peterson just turned 34, and even though the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/redskins\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Washington Redskins<\/a> re-signed him to <a href=\"http:\/\/www.nfl.com\/news\/story\/0ap3000001022462\/article\/redskins-resign-adrian-peterson-to-twoyear-deal\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">a two-year deal<\/a>, it is only insurance. The Redskins drafted <strong>Derrius Guice<\/strong> to be their next running featured back, although he is\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/football-insider\/wp\/2018\/08\/10\/derrius-guice-suffers-torn-acl-likely-will-miss-season\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">coming back from<\/a>\u00a0an ACL injury.<\/p>\n<p>At best, Peterson and Guice will split work, but that does not bode well for All Day, who works best when he gets a full workload. This could quickly turn into a repeat of when Peterson was in New Orleans.<\/p>\n<h4><strong>36. Latavius Murray<\/strong><\/h4>\n<p>Speaking of the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/saints\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">New Orleans Saints<\/a>, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/MurrLa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Latavius Murray<\/a><\/strong> just signed with them after playing for the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/vikings\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Minnesota Vikings<\/a> for the past few years. Murray now plays behind one of the more electric backs in the game, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/K\/KamaAl00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Alvin Kamara<\/a><\/strong>. For the most part, Kamara split work with <strong><a href=\"https:\/\/www.pro-football-reference.com\/search\/search.fcgi?pid=IngrMa01,IngrMa00&amp;search=Mark+Ingram&amp;utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Mark Ingram<\/a><\/strong> last year, but it is unclear if that will be the case with Murray. Kamara has shown that he can handle a full workload, looking almost unstoppable in the games that Ingram was out with a suspension.<\/p>\n<p>Still, Murray is one of the better number two runners in the league and should get some work. Unfortunately, it probably won\u2019t be enough to give him any consistency from a fantasy standpoint. However, Kamara owners should consider handcuffing him with Murray, as he would be instantly productive should Kamara miss time.<\/p>\n<h4><strong>33. Isaiah Crowell<\/strong><\/h4>\n<p>Murray started his career with the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/raiders\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Oakland Raiders<\/a>, and <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/C\/CrowIs00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Isaiah Crowell<\/a><\/strong> just signed there. Crowell has shown promise in his career, but not a ton of consistency. Last year, he split playing time with <strong>Bilal Powell<\/strong> and <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/McGuEl00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Elijah McGuire<\/a><\/strong> with the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/jets\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">New York Jets<\/a> before going down with an injury.<\/p>\n<p>Back to Crowell\u2019s consistency issues. He had one game last year with over 200 yards rushing. He also had a game with zero yards on the ground. He is also in danger of falling into a similar role to the one he had in New York. Oakland already has satellite back <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/R\/RichJa01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jalen Richard<\/a><\/strong>, and there is a chance <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/L\/LyncMa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Marshawn Lynch<\/a><\/strong> comes back for one more season.<\/p>\n<p>Lynch and the Raiders have mutually said that they will wait until after the draft for a decision, but either way, it looks like Lynch comes back, or Oakland drafts a young guy. Crowell is a guy who needs to be re-evaluated during the pre-season to see if he has any value.<\/p>\n<h4><strong>32. Kenyan Drake<\/strong><\/h4>\n<p>What is the deal with <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/D\/DrakKe00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Kenyan Drake<\/a><\/strong>? The guy looks like he can play, but for some reason, the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/dolphins\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Miami Dolphins<\/a> just didn\u2019t want him on the field. At first, it looked like the Dolphins were only giving mega-veteran <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/G\/GoreFr00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Frank Gore<\/a><\/strong> the starting job so that he could preserve his outrageous starting streak. (The streak ultimately ended at <a href=\"https:\/\/www.sun-sentinel.com\/sports\/miami-dolphins\/fl-sp-dolphins-frank-gore-20181222-story.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">122 games<\/a> after Gore missed the final two weeks of the season.)<\/p>\n<p>Even after missing the final two games of the season, Gore still had 36 more carries than Drake. And although Gore had a surprisingly productive season, one can\u2019t help but wonder why Drake didn\u2019t get more work. Even when Gore went down, Drake didn\u2019t get more than 11 carries in a game. With no one except <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/B\/BallKa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Kalen Ballage<\/a><\/strong> on the roster to compete with hi, it seems like the perfect time for Drake to break out next year. However, there is probably a reason why he hasn\u2019t yet.<\/p>\n<p>Drake remains an extremely high risk, with little outlook for reward in fantasy.<\/p>\n<h4><strong>31 and 30. Tevin Coleman\/Jerick McKinnon<\/strong><\/h4>\n<p>2019 looked like it might be <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/C\/ColeTe01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Tevin Coleman<\/a><\/strong>\u2019s chance to finally get a gig as a lead back. He even got an opportunity to showcase that he could be a feature back with the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/falcons\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Atlanta Falcons<\/a> when the <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/F\/FreeDe00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Devonta Freeman<\/a><\/strong> missed most of last year. However, he decided to reunite with his former offensive coordinator <strong>Kyle Shanahan<\/strong>, who is now the head coach of the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/49ers\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">San Francisco 49ers<\/a>.<\/p>\n<p>He joins a crowded backfield that includes <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/B\/BreiMa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Matt Breida<\/a><\/strong>, who started most of 2018, and <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/McKiJe00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jerick McKinnon<\/a><\/strong>, who is returning from injury. This backfield will be tough to predict, but the most likely scenario is that McKinnon and Coleman split work. It may be good to keep the two of them fresh and healthy, but it doesn\u2019t inspire a lot from a fantasy perspective.<\/p>\n<h4><strong>29. C.J. Anderson<\/strong><\/h4>\n<p>There are many who love the <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/A\/AndeC.00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">C.J. Anderson<\/a><\/strong> to the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/lions\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Detroit Lions<\/a>. However, instead of going somewhere where he could be the undisputed starter, Anderson signed with a team that has competition at the position. Although he won\u2019t have to worry about guys like <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/R\/RiddTh00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Theo Riddick<\/a><\/strong> or <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/Z\/ZennZa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Zach Zenner<\/a><\/strong>, he will be competing with second-year guy <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/J\/JohnKe06.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Kerryon Johnson<\/a><\/strong>.<\/p>\n<p>Anderson signed with the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/rams\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Los Angeles Rams<\/a> and completely tore it up at the end of the season. However, during the regular season, he had the backfield all to himself. That won\u2019t be the case with his new team. Also, the Lions passing attack is nowhere near as scary as the Rams were, so teams will be able to zone in to stop him. Don\u2019t expect the same numbers from<a href=\"https:\/\/www.pro-football-reference.com\/players\/A\/Andexx20.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"> Anderson<\/a> as he put up at the end of 2018.<\/p>\n<h4><strong>28. Tarik Cohen<\/strong><\/h4>\n<p>Last season, <strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/C\/CoheTa00.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Tarik Cohen<\/a><\/strong> finished as the RB17, yet he ranks all the way back as RB29 here. He averaged a healthy 10.1 fantasy points a game, but that doesn\u2019t really tell the entire story. Cohen is basically only a running back by name. He actually had 725 receiving yards, compared to only 444 rushing yards. He only had three games with over 50 yards rushing. However, he did have two games with over 100-yards receiving.<\/p>\n<p>Cohen\u2019s issue that drops his ranking is consistency. He\u2019s the definition of boom-or-bust. He had two games with over 20 points, but also five games with <a href=\"https:\/\/www.fantasypros.com\/nfl\/players\/tarik-cohen.php\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">less than five points<\/a>. Consistency is king and fantasy, and Cohen\u2019s lack of it hurts his ranking here.<\/p>\n<h4><strong>27. Lamar Miller<\/strong><\/h4>\n<p><strong><a href=\"https:\/\/www.pro-football-reference.com\/players\/M\/MillLa01.htm?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Lamar Miller<\/a><\/strong> is a guy who gets by purely on volume. He is not extremely productive, owning a career 4.3 YPC. He hasn\u2019t had over 1,000 yards rushing in two years. It\u2019s not necessarily that Miller is a bad back, it\u2019s more that he doesn\u2019t have a very high floor. He has also been trending downward for the past few years. After finishing as a top ten back in fantasy in <a href=\"https:\/\/www.fantasypros.com\/nfl\/reports\/leaders\/rb.php?year=2014&amp;start=1&amp;end=17\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">2014<\/a> and <a href=\"https:\/\/www.fantasypros.com\/nfl\/reports\/leaders\/rb.php?year=2015&amp;start=1&amp;end=17\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">2015<\/a>, Miller fell to <a href=\"https:\/\/www.fantasypros.com\/nfl\/reports\/leaders\/rb.php?year=2016&amp;start=1&amp;end=17\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">RB18<\/a> in 2016. Last year his decline continued, with him managing an <a href=\"https:\/\/www.fantasypros.com\/nfl\/reports\/leaders\/rb.php?year=2018&amp;start=1&amp;end=17\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">RB22<\/a> finish.<\/p>\n<p>Miller has been lucky to keep the starting job to himself, as there have been whisperings for while in the <a href=\"https:\/\/lastwordonprofootball.com\/nfl-teams\/texans\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Houston Texans<\/a> circle about <strong>D\u2019Onta Foreman<\/strong>. Foreman was hurt in 2017, and still recovering for most of 2018. Should this backfield <a href=\"http:\/\/www.espn.com\/blog\/houston-texans\/post\/_\/id\/23604\/texans-remain-confident-in-lamar-miller-donta-foreman-rb-duo\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">turn into a timeshare<\/a>, Miller\u2019s value would plummet.<\/p>\n<h4><strong>26. Kerryon Johnson<\/strong><\/h4>\n<p>Like his new teammate Anderson, Kerryon Johnson could be a lot higher on this list if he had this backfield to himself. Johnson was drafted in the second round of the 2018 draft. He spent most of the season in a timeshare with <strong>LeGarrette Blount<\/strong> and a few other scat backs, so he wasn\u2019t very fantasy relevant most games. However, he showed a ton of promise. It started with him <a href=\"https:\/\/www.saturdaydownsouth.com\/auburn-football\/former-auburn-rb-kerryon-johnson-rushes-for-100-yards-breaks-detroit-lions-dubious-streak\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">breaking the Lions sad streak<\/a> of not having a 100-yard rusher for 70 games.<\/p>\n<p>It seemed like the Lions would have to give him the rock more after that, but the 16 carries got that game were the second most he got in a game all season. The only other game he had more than 15 carries he also ran for over 100 yards.<\/p>\n<p>However, Johnson was hurt in week ten and never returned. It looked like he would step into the starting role to start 2019, but now his usage will have a huge question mark. He still has a bit more upside than Anderson, since he can have a role in the passing game, but his production is tough to predict at this point.<\/p>\n<h4><strong>Last Word on Tier Four\u2019s Pre-Draft Fantasy Running Back Rankings<\/strong><\/h4>\n<p>This ends the first tier of the pre-draft running back rankings.
