It kicked off a <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/11\/breaking-5-time-pro-bowler-signs-contract-with-buffalo-bills\/\" target=\"_blank\" target=\"_self\">busy offseason stretch<\/a> for general manager <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/14\/buffalo-bills-2025-nfl-draft-targets-free-agent-signings\/\" target=\"_blank\" target=\"_self\">Brandon Beane<\/a>. His roster moves included changes to the wide receiver room, led by the departure of <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/02\/22\/bills-trade-rumors-nfl-buffalo-tyler-lockett-christian-kirk-amari-cooper\/\" target=\"_blank\" target=\"_self\">Amari Cooper<\/a> and the arrival of <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/12\/bills-roster-buffalo-starting-lineup-joey-bosa-josh-palmer-2025-nfl-free-agent-signings\/\" target=\"_blank\" target=\"_self\">Joshua Palmer<\/a>.<\/p>\n<p>So, how do all of those factors impact the dynasty outlook of the Bills&#8217; de facto No. 1 receiver?<\/p>\n<h2>Khalil Shakir Dynasty Outlook (2025 Fantasy Football)<\/h2>\n<h3>Bills Star&#8217;s Current Production<\/h3>\n<p>Shakir has steadily increased his production across three NFL seasons. The 2022 fifth-round pick caught just 10 passes as a rookie. He increased that number to 39 in his second season and, following the exits of <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/18\/bills-rumors-buffalo-avoid-stefon-diggs-reunion-2025-nfl-free-agency\/\" target=\"_blank\" target=\"_self\">Stefon Diggs<\/a> and <a href=\"https:\/\/lastwordonsports.com\/nfl\/2024\/09\/20\/jaguars-bills-preview-gabe-davis-return-buffalo-jacksonville\/\" target=\"_blank\" target=\"_self\">Gabe Davis<\/a>, he saw another bounce to a team-high 76 receptions in 2024.<\/p>\n<p>He&#8217;s been undervalued in fantasy circles throughout his rise, too. Here&#8217;s a look at his average draft position and final ranking among wide receivers over the past three years, per <a href=\"https:\/\/www.fantasypros.com\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">FantasyPros<\/a>:<\/p>\n<ul>\n<li>2022: WR 221 ADP, WR 130 final ranking<\/li>\n<li>2023: WR 116 ADP, WR 61 final ranking<\/li>\n<li>2024: WR 50 ADP, WR 37 final ranking<\/li>\n<\/ul>\n<p>Although the gap between his expected value and true value has begun to close, Shakir is still providing far more bang for the buck than most NFL wideouts.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"in\" dir=\"ltr\">Khalil Shakir <a  href=\"https:\/\/t.co\/XKK6SRwbD6\" target=\"_blank\" rel=\"noopener noreferrer\">pic.twitter.com\/XKK6SRwbD6<\/a><\/p>\n<p>&mdash; Ian Hartitz (@Ihartitz) <a  href=\"https:\/\/twitter.com\/Ihartitz\/status\/1903923124740989328?ref_src=twsrc%5Etfw\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">March 23, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The 25-year-old Boise State product&#8217;s consistency is also valuable. He reached double-digit PPR fantasy points in 11 of his 15 appearances last season. He also finished below five points just twice. Minimizing those complete-bust outings is incredibly important in fantasy.<\/p>\n<p>In addition, Shakir is MVP quarterback <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/19\/josh-allen-dynasty-outlook-2025-fantasy-football-nfl-mvp-buffalo-bills\/\" target=\"_blank\" target=\"_self\">Josh Allen&#8217;s<\/a> favorite target in key situations. That was on full display in last season&#8217;s playoffs, which saw him make 18 catches across three postseason games.<\/p>\n<h3>Khalil Shakir Dynasty Price<\/h3>\n<p>Shakir is currently ranked as the No. 41 wide receiver and the No. 89 overall player in dynasty leagues, according to the ranking website <a href=\"https:\/\/keeptradecut.com\/dynasty-rankings\/players\/khalil-shakir-1278\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">KeepTradeCut<\/a>. His overall value, on a 1-9999 scale, stands at 4862. All of those numbers suggest he&#8217;s still undervalued heading into the 2025 campaign.<\/p>\n<h3>Khalil Shakir Dynasty Outlook After Contact Extension<\/h3>\n<p>Let&#8217;s state the obvious first: Shakir is not in the same realm as the <a href=\"https:\/\/lastwordonsports.com\/nfl\/category\/nfl-teams\/bengals\/\" target=\"_blank\" target=\"_self\">Cincinnati Bengals<\/a>&#8216; <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/03\/16\/cincinnati-bengals-agree-to-massive-contract-extension-with-superstar-receiver\/\" target=\"_blank\" target=\"_self\">Ja&#8217;Marr Chase<\/a> or <a href=\"https:\/\/lastwordonsports.com\/nfl\/category\/nfl-teams\/vikings\/\" target=\"_blank\" target=\"_self\">Minnesota Vikings<\/a>&#8216; <a href=\"https:\/\/lastwordonsports.com\/nfl\/2025\/02\/22\/2025-dynasty-wide-receiver-rankings-rookies-veterans-and-tiers\/\" target=\"_blank\" target=\"_self\">Justin Jefferson<\/a>, who are the consensus top two receivers in dynasty leagues. He&#8217;s never going to reach that level of elite production on a year-to-year basis.<\/p>\n<p>It&#8217;s that lack of high-end upside that allows him to remain underrated, though. (He was a healthy scratch twice early in his rookie season and sat out the final game last year with the Bills&#8217; seed secured.)<\/p>\n<p>Fantasy managers would be buying all the stock they could if those bullet points were listed on a blind r\u00e9sum\u00e9.<\/p>\n<p>Furthermore, the switch from Amari Cooper to Joshua Palmer doesn&#8217;t change much schematically. It&#8217;ll allow Keon Coleman to play the Z role more regularly, which is where he found success in college, but it shouldn&#8217;t impact Shakir&#8217;s target share.<\/p>\n<h3>What To Do With Bills Wide Receiver in Dynasty Leagues<\/h3>\n<p>Shakir is a great trade target between now and the start of the 2025 season. His numbers have continually trended in the right direction. There&#8217;s no reason to believe that&#8217;ll change after the team handed him a lucrative, long-term extension.<\/p>\n<p>Touchdowns are the one thing that&#8217;s held him back from a fantasy perspective. Even there, however, he&#8217;s made progress. He caught one as a rookie, two in 2023 and four in 2024. The California native&#8217;s value will skyrocket if he can push that number closer to eight in 2025.<\/p>\n<p>Even if he never becomes a bona fide top-10 fantasy receiver, he&#8217;s a consistent, highly reliable No. 2 or No. 3 wideout for the long haul. He doesn&#8217;t have the strength of Dalton Kincaid nor the speed of Curtis Samuel. He also isn&#8217;t an amazing route-runner against man coverage like Palmer. Yet, on an offense with all those other options, he&#8217;s a heavy favorite to lead the group in targets and receptions.<\/p>\n<p>Ultimately, if you can get Allen&#8217;s favorite playmaking weapon for dimes on the dollar, you should do it.<\/p>\n<p><em>Main Photo: Mark J.
