With promotion and relegation in the balance, several clubs are nervously awaiting their fate.<br \/>\n<\/span><\/p>\n<p><span data-contrast=\"auto\">Last week, English Football League (EFL) clubs finally found a way to solve their COVID-19 affected 2019\/20 season. This has led to<a href=\"https:\/\/lastwordonfootball.com\/2020\/06\/09\/efl-league-one-and-league-two-seasons-ended-early\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"> League&#8217;s One and Two terminating early<\/a>, under a points-per-game (PPG) calculation.<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">Now, the c<\/span><span data-contrast=\"auto\">lubs who aspire to join the EFL, are voting on how to <\/span><span data-contrast=\"auto\">finalise<\/span><span data-contrast=\"auto\"> their season. Already, they have agreed to abandon resuming a full league fixture schedule.<\/span><\/p>\n<h2>National League Clarity Expected Soon<\/h2>\n<h3>Below Step Six Declared Null and Void<\/h3>\n<p><span data-contrast=\"auto\">Despite complaints, football below the National League levels is declared null and void for the 2019\/20 season. South Shields FC, who were on course to win promotion to the National League North, led the complaints. Legal action was considered, but last week, their case was <a href=\"http:\/\/www.thefa.com\/news\/2020\/jun\/09\/south-shields-legal-challenge-dismissed-090620\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">dismissed<\/a>.<\/span><\/p>\n<p><span data-contrast=\"auto\">This means that the outcome of the fifth tier vote will be final, despite arguments among the clubs persisting.<\/span><\/p>\n<h3><span data-contrast=\"auto\">National League Proposal Similarities<br \/>\n<\/span><\/h3>\n<p><span data-contrast=\"auto\">The following similarities exist among the various proposals:<\/span><\/p>\n<p><span data-contrast=\"auto\">PPG to be used to calculate final positioning.<\/span><\/p>\n<p><span data-contrast=\"auto\">As a result, Barrow FC, leaders of the National League, gain promotion to the EFL<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">. P<\/span><span data-contrast=\"auto\">layoffs take place to determine the second promoted team to the EFL<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">.<\/span><\/p>\n<p><span data-contrast=\"auto\">Promotion occurs from the the North and South divisions. While r<\/span>elegation from National Leagues North and South is scrapped.<\/p>\n<h3><span data-contrast=\"auto\">D<\/span><span data-contrast=\"auto\">ifferences<\/span><\/h3>\n<p><span data-contrast=\"auto\">Proposal 1:<\/span><\/p>\n<p><span data-contrast=\"auto\">One team only relegated from the National League, as opposed to the usual four. The two teams deemed winners of the North and South divisions, under PPG, gain <\/span><span data-contrast=\"auto\">promotion<\/span><span data-contrast=\"auto\"> to the fifth tier. The<\/span><span data-contrast=\"auto\"> vacant place arises from <\/span><span data-contrast=\"auto\">Bury FC&#8217;s expulsion from the EFL.<\/span><\/p>\n<p><span data-contrast=\"auto\">Proposal 2:<\/span><\/p>\n<p><span data-contrast=\"auto\">Four cubs are relegated from the National League. They are replaced by the leaders <\/span><span data-contrast=\"auto\">of the<\/span><span data-contrast=\"auto\"> North and South divisions, plus either the second-placed teams or play-off winners of the respective divisions.<\/span><\/p>\n<p><span data-contrast=\"auto\">Sadly, whilst many clubs are unaffected by either proposal, there are losers. <span class=\"TextRun SCXW53218549 BCX2\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW53218549 BCX2\">Among these are:<\/span><\/span><br \/>\n<\/span><\/p>\n<p><strong>Chorley FC<\/strong><\/p>\n<p><span data-contrast=\"auto\">If Proposal 1 wins the vote, then Chorley FC will become the only non-league club relegated this season. Understandably, the Lancashire club, who are bottom of the fifth tier, are <\/span><span data-contrast=\"auto\">unhappy<\/span><span data-contrast=\"auto\">.<\/span><\/p>\n<p><span data-contrast=\"auto\">Jamie Vermiglio, t<\/span><span data-contrast=\"auto\">he manager of Chorley, <\/span><span data-contrast=\"auto\">calls the proposal an &#8220;injustice&#8221;. <\/span><span data-contrast=\"auto\">Speaking to the <a href=\"https:\/\/www.chorleyfc.com\/2020\/06\/14\/jamie-vermiglio-national-leagues-proposal\/\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">official Chorley FC website<\/a>, <\/span><span data-contrast=\"auto\">Vermiglio <\/span><span data-contrast=\"auto\">said: <\/span>&#8220;What we are asking for is fairness across non-league and hope the National League can see the relegation element of their proposal lacks integrity.<\/p>\n<p><span data-contrast=\"auto\">\u201cThe views of the vast majority of the football family should count for something, and we are hopeful they will.&#8221;<\/span><\/p>\n<p><strong>York City FC<\/strong><\/p>\n<p><span data-contrast=\"auto\">York City are the current leaders of the National League North by two points. <\/span><span data-contrast=\"auto\"><span class=\"TextRun BCX2 SCXW230315295\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun BCX2 SCXW230315295\">However, second-placed Kings Lynn Town had two games in hand over York when the season was suspended<\/span><\/span>. Under PPG, Kings Lynn will move above York, thereby gaining promotion instead.<\/span><\/p>\n<p><span data-contrast=\"auto\">Steve Watson, who is the manager of York City, feels that his side also deserve promotion. <\/span>Watson, speaking to the <a href=\"https:\/\/www.yorkshirepost.co.uk\/sport\/football\/york-city-put-faith-national-league-rivals-doing-right-thing-2884060#gsc.tab=0\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Yorkshire Post,<\/a> said: &#8220;I don\u2019t think anybody in football, whether it be rivals of ours or teams in the league above would disagree with the fact that the team who are sitting at the top (before PPG) should go up.&#8221;<\/p>\n<p><span data-contrast=\"auto\">For this reason, York City <\/span><span data-contrast=\"auto\">favours<\/span><span data-contrast=\"auto\"> passing Proposal 2. They would win promotion, as p<\/span><span data-contrast=\"auto\">rior to yesterday, both proposals scrapped the<\/span><span data-contrast=\"auto\">\u00a0North and South <\/span><span data-contrast=\"auto\">playoffs f<\/span><span data-contrast=\"auto\">or financial reasons. A decision justified, as the National Leagues North and South are not considered &#8220;elite sport&#8221; by the Government.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><strong>Havant and Waterlooville\u00a0<\/strong><\/span><\/p>\n<p><span data-contrast=\"auto\">Havant<\/span><span data-contrast=\"auto\"> are second to Wealdstone in the National League South. PPG will not alter this standing. However, <\/span><span data-contrast=\"auto\">Havant<\/span><span data-contrast=\"auto\"> feel they deserve a chance to win their divisional playoffs, at least. To do this, they have to <\/span><span data-contrast=\"auto\">persuade<\/span><span data-contrast=\"auto\"> the Government that their league has &#8220;elite sport&#8221; <\/span><span data-contrast=\"auto\">classification<\/span><span data-contrast=\"auto\">.<\/span><\/p>\n<p><span data-contrast=\"auto\">This caused Alan Mak, the MP for Havant, to <\/span><span data-contrast=\"auto\">intervene<\/span><span data-contrast=\"auto\">. <\/span>Mak says: &#8220;Elite athlete means a person who is an individual who derives a living from competing in a sport.<\/p>\n<p><span data-contrast=\"auto\">&#8220;If HWFC and the National League agree that HWFC&#8217;s players meet this definition, the government is not intending to prevent National League South play-offs from taking place or HWFC from taking part.&#8221;<\/span><\/p>\n<p><span data-contrast=\"auto\">This has caused the National <\/span><span data-contrast=\"auto\">League<\/span><span data-contrast=\"auto\"> to remove the vote on the scraping the six-tier play-offs, for now.<br \/>\n<\/span><\/p>\n<p><strong>AFC Fylde, Maidenhead United and Ebbsfleet United<\/strong><\/p>\n<p><span data-contrast=\"auto\">If four teams are promoted, then these are the additional three clubs who will lose their fifth-tier status. Chorley will still suffer relegation, joining AFC Fylde in the National League North. Meanwhile, Maidenhead United and Ebbsfleet United would drop into the National League South.<\/span><\/p>\n<p><span data-contrast=\"auto\">All National League clubs have a vote, with the North and South divisions having four votes each. To pass a decision, it <\/span><span data-contrast=\"auto\">requires<\/span><span data-contrast=\"auto\"> a majority of 51%, followed by ratification from the FA Council.<\/span><\/p>\n<p><span data-contrast=\"auto\">The National League <\/span><span data-contrast=\"auto\">could also consider<\/span><span data-contrast=\"auto\"> declaring the 2019\/20 season as null and void, should no decision be passed.
