Penn State earned his commitment by showing him how its offense can help him control more plays before they reach that point.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>The four-star quarterback committed with two high school seasons remaining and major programs still pursuing him. Armstrong ranks No. 169 nationally, No. 10 among quarterbacks, and No. 4 in Pennsylvania in the 247Sports Composite. <\/span><span>The Armstrong Penn State commitment gives <a href=\"https:\/\/lastwordonsports.com\/collegefootball\/2026\/07\/13\/penn-state-won-over-top-texas-cornerback\/\" target=\"_self\">Matt Campbell<\/a> an early centerpiece for the 2028 recruiting class. However, Armstrong\u2019s decision means more than Penn State landing another highly ranked quarterback.<\/span><\/p>\n<p><span>Armstrong chose a staff that plans to preserve his creativity while developing the timing and defensive recognition needed to compete early. In an exclusive interview with Last Word on College Football, he explained why that plan ended his recruitment.<\/span><\/p>\n<h2>Penn State\u2019s Plan for James Armstrong<\/h2>\n<h3>Armstrong Saw No Reason to Wait<\/h3>\n<p class=\"isSelectedEnd\"><span>Armstrong could have allowed his recruitment to continue through two more high school seasons. Instead, he chose Penn State and immediately turned his attention toward helping the staff recruit the rest of its 2028 class. <\/span><span>\u201cBecause I know where I want to play,\u201d Armstrong said. \u201cI feel as though there\u2019s nowhere else better than Penn State, so why not start recruiting the rest of the &#8217;28 guys\u201d.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>His decision carries weight because Penn State secured it during the early stages of Campbell\u2019s tenure. Armstrong did not have years of results in State College to evaluate, so he instead placed his trust in Campbell\u2019s history and vision. <\/span><span>\u201cJust the confidence they have in the program,\u201d Armstrong said. \u201c<a href=\"https:\/\/lastwordonsports.com\/collegefootball\/2026\/04\/22\/top-observations-ahead-of-iowa-state-footballs-spring-game\/\" target=\"_self\">Coach Campbell<\/a> has had success other places without the resources and magnitude of Penn State football; he will no doubt have success here as well\u201d.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Penn State also held a natural advantage because Armstrong grew up in Western Pennsylvania. He did not point toward one game or recruiting visit that created his connection to the program. Instead, Penn State remained part of the football environment around him. <\/span><span>\u201cNo, not exactly a specific thing, really just being from Pennsylvania and I guess seeing <a href=\"https:\/\/lastwordonsports.com\/collegefootball\/2026\/06\/11\/running-backs-returning-big-ten-2026\/\" target=\"_self\">Saquon<\/a> obviously had every kid jumping,\u201d Armstrong said.<\/span><\/p>\n<p><span>That connection gave Penn State an opening, but familiarity alone did not secure the commitment. Campbell\u2019s staff had to show Armstrong how he fit its offense and how it planned to develop him.<\/span><\/p>\n<h3><span>Penn State Can Build Around Armstrong\u2019s Creativity<\/span><\/h3>\n<p class=\"isSelectedEnd\"><span>Armstrong\u2019s ability to extend plays gives Penn State a quarterback who can produce after defenses disrupt the original call. He can escape pressure, reset outside the pocket, and continue looking for a throw before becoming a runner.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Armstrong is listed at 6-foot-3 and 225 pounds and is classified as a dual-threat quarterback. That profile gives Penn State the option to use designed quarterback runs without making improvisation the entire identity of its offense.\u00a0 <\/span><span>Penn State\u2019s staff highlighted that creative ability during its evaluation. Armstrong also understood why that part of his game attracted the coaches. <\/span><span>\u201cThey definitely like my ability to create plays when things break down,\u201d he said. \u201cNothing surprising because I know what my good traits are and also I know the things I need to work on.\u201d<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Armstrong\u2019s self-awareness matters because his best trait can also hide areas that need further development. Athletic quarterbacks can escape mistakes that will become more difficult to overcome against college defenses. <\/span><span>Penn State does not need Armstrong to stop creating outside structure. It needs him to reach a point where he can choose when to create rather than relying on it to survive a play.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>The staff showed Armstrong an offense willing to use his movement skills. More importantly, it explained how those skills could operate within a passing system that changes with its quarterback. <\/span><span>\u201cThey just show me the flexibility they have with their offense,\u201d Armstrong said. \u201cThey\u2019re not scared to run the quarterback and also have changed the playbook to fit the quarterback they have. Also they way they teach progressions is the way that I use when I play\u201d.<\/span><\/p>\n<p><span>That alignment helped Penn State separate itself. Armstrong does not need to abandon the way he sees the field before learning a completely different method in college.<\/span><\/p>\n<h3><span>Timing Will Determine Armstrong\u2019s Ceiling<\/span><\/h3>\n<p class=\"isSelectedEnd\"><span>Armstrong identified timing as the most important area of his development. His goal involves allowing his feet and progression to trigger the throw before a receiver appears completely open. <\/span><span>\u201cTiming,\u201d Armstrong said. \u201cI need to let go of the ball and let my feet decide when to throw it. That also comes with knowing the defense&#8217;s responsibilities.\u201d<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>That answer reveals the next stage of Armstrong\u2019s growth. He already possesses the physical ability to turn a failed play into a successful one, but early playing time will depend on how consistently he wins before things collapse.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Armstrong has started attacking that challenge away from the field. His work with his quarterback coach includes whiteboard sessions focused on progressions and defensive assignments. <\/span><span>\u201cI have been working with my quarterback coach just with a whiteboard, learning more about progressions and knowing the defense&#8217;s responsibilities,\u201d he said. \u201cI\u2019ve been working really hard, and I have a good grasp of things now. I\u2019m still working really hard on it, but you\u2019ll definitely see the work pay off this fall.\u201d<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>That preparation should help Armstrong connect his lower body with his decision-making. When a quarterback understands where each defender belongs, his feet can move through the progression without hesitation. <\/span><span>Penn State\u2019s teaching appealed to Armstrong because it matched the framework he already uses. The staff can now refine that process instead of rebuilding it.<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Armstrong wants his final two high school seasons to prove he can compete immediately upon arriving in State College. He understands that goal requires more than producing explosive highlights against broken coverage. <\/span><span>\u201cI want people to see me as a quarterback who can compete year one,\u201d Armstrong said. \u201cThat will come with being a more complete passer and elevating my game to the next level\u201d.<\/span><\/p>\n<h3><span>Armstrong Can Help Establish Penn State\u2019s 2028 Class<\/span><\/h3>\n<p class=\"isSelectedEnd\"><span>The commitment also gives Campbell an early recruiter at the most influential position in the class. Receivers and offensive linemen now know which quarterback plans to lead Penn State\u2019s 2028 group. <\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Armstrong does not plan to recruit prospects based only on rankings or physical traits. His priority reflects the type of culture Campbell has presented during the program\u2019s transition. <\/span><span>\u201cHonestly, I just look for good people,\u201d Armstrong said. \u201cThere\u2019s a lot of talent everywhere so I think the person comes first. Coach Campbell wants to recruit special people, and I think that as well.\u201d<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>His Western Pennsylvania background should also shape how he leads the class. He described the region\u2019s public-school rivalries as a setting that demands toughness because players often compete against opponents they know personally. <\/span><span>\u201cI think that most of all I think it gives you more grit,\u201d Armstrong said. \u201cYou\u2019re at public schools playing against other public schools where you know the kids.\u201d<\/span><\/p>\n<p class=\"isSelectedEnd\"><span>Penn State secured a quarterback who can lead its 2028 class long before he reaches campus. Armstrong now has two seasons to sharpen his timing, improve his command, and prepare himself to compete early. <\/span><span>He believes that work can put him in the mix when he arrives.
