Basically, the teams in this tier are as average as can get.<\/p>\n<p id=\"8a6b\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Average is a large spectrum though, ranging from below all the way to above. Thus, it\u2019s pivotal for us to differentiate each section accordingly. Now that we\u2019ve finished up on the <a href=\"https:\/\/lastwordonsports.com\/basketball\/2023\/08\/21\/nba-2023-24-early-power-rankings-part-1-the-lowest-of-the-low\/\" target=\"_self\">NBA&#8217;s purgatory<\/a>, here are the predicted most below-average teams in the NBA right now:<\/p>\n<h2 id=\"b3d5\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\">#25. Toronto Raptors<\/h2>\n<p id=\"138e\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">This one may come as a surprise for some, seeing that the Raptors have been rather consistent for a while now. Unfortunately though, that\u2019s all they\u2019ve been. Consistent, and consistently average.<\/p>\n<p id=\"b3d1\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">The Raptors also bid farewell to NBA All-Star <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/v\/vanvlfr01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Fred VanVleet<\/a><\/strong> recently, subtracting valuable production from their already depleted roster. A roster that couldn\u2019t even get a game in last year\u2019s play-in.<\/p>\n<p id=\"17f9\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Of course, <a href=\"https:\/\/www.basketball-reference.com\/players\/s\/siakapa01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Pascal Siakam<\/strong><\/a> and <a href=\"https:\/\/www.basketball-reference.com\/players\/a\/anunoog01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>OG Anuoby<\/strong><\/a> are still on board. Siakam expressing a desire to stay in Canada is definitely a positive for Raptors fans, guaranteeing them at least one All-Star for the re-tooling process. As for Anuoby, only time will tell. The trade market for the defensive specialist has been plentiful, just not enough so for the Raptors&#8217; liking. If Toronto lowers their asking price, they could certainly receive assets that put them well above where they stand now. Until then though, this roster is simply too thin to complete the task of a 50+ win season. Thus, they find themselves at the bottom of the league\u2019s most subpar section.<\/p>\n<h3 id=\"6db8\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\">24. Brooklyn Nets<\/h3>\n<p id=\"6179\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">A tough go for a team that was just the 5th seed in the playoffs, but reality does hurt sometimes.<\/p>\n<p id=\"33ad\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Brooklyn\u2019s success last year was likely due to the stars they dealt away, not their current crew. Their team as of now, didn\u2019t win a single post-season contest this past April. Barring any unforeseen changes, there\u2019s no reason to believe that this downward spiral will cease anytime soon.<\/p>\n<p id=\"9c30\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Sure, <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/b\/bridgmi01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Mikal Bridges<\/a><\/strong> is a talented player with All-NBA potential, as is <a href=\"https:\/\/www.basketball-reference.com\/players\/c\/claxtni01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Nic Claxton<\/strong><\/a>. The problem is, it all ends right there. The Nets don\u2019t even have 3 more nameable players to round out the starting lineup (sorry, <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/s\/simmobe01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Ben Simmons<\/a><\/strong>). Any other production Brooklyn receives will have to do with the emergence of a younger prospect. Without that, this roster is undoubtedly one of the worst there is. Bridges and Claxton being the only ones salvaging this dumpster fire, and keeping Brooklyn away from the bottom-feeders.<\/p>\n<h3 id=\"821f\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\">23. Houston Rockets<\/h3>\n<p id=\"9efa\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">The Rockets won 22 games last year, and were one of the most horrific teams in the NBA. However, it\u2019s their approach to this off-season that ups their ranking above everyone mentioned so far.<\/p>\n<p id=\"954c\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Houston kicked off the summer by firing <a href=\"https:\/\/www.basketball-reference.com\/coaches\/silaspa01c.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Paul Silas<\/a>, who the players clearly weren\u2019t in favor for anymore. <a href=\"https:\/\/www.basketball-reference.com\/coaches\/udokaim01c.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Ime Udoka<\/a> was hired as a replacement, in hopes that his defensive expertise and playoff experience would be a crucial factor in the team\u2019s turnaround. Fred VanVleet and <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/b\/brookdi01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Dillon Brooks<\/a><\/strong> were added to the mix as well, for the purpose of providing veteran leadership. These acquisitions will prove essential in the development of <a href=\"https:\/\/www.basketball-reference.com\/players\/g\/greenja05.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Jalen Green<\/strong><\/a> and <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/s\/smithja05.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jabari Smith Jr.<\/a><\/strong>, both of whom could be stars if they can just stop shooting below 30% from the field. <a href=\"https:\/\/www.basketball-reference.com\/players\/s\/sengual01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Alperen Sengun<\/strong><\/a> is no different, and only emphasizes the fact that the future might indeed be bright in Houston. The Rockets are not going to be a playoff team now, but at least they made solid steps towards it. That alone leaves Houston significantly better off than many.<\/p>\n<h3 id=\"67ef\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\">22. Charlotte Hornets<\/h3>\n<p id=\"d9c0\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">The Hornets have been bad for some time now, with injuries only further complicating the process. Maybe a healthy squad, and a change in ownership is just what\u2019s necessary to flip the team\u2019s bad luck?<\/p>\n<p id=\"dde0\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\"><strong><a href=\"https:\/\/www.basketball-reference.com\/executives\/jordami01x.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Michael Jordan<\/a><\/strong> selling his stake in the team already guaranteed the ownership part, now it\u2019s just the injuries that\u2019s left. The equation here for Charlotte is simple.<\/p>\n<p id=\"a0cf\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">When<strong> <a href=\"https:\/\/www.basketball-reference.com\/players\/b\/ballla01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Lamelo Ball<\/a><\/strong> misses extensive time, the Hornets become an awful team.<\/p>\n<p id=\"4967\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Just keeping the All-Star healthy alone would do wonders for Charlotte. That\u2019s not all either.<\/p>\n<p id=\"90ad\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Swingman <a href=\"https:\/\/www.basketball-reference.com\/players\/b\/bridgmi02.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Miles Bridges<\/strong><\/a> is set to make a comeback shortly, and <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/r\/roziete01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Terry Rozier<\/a><\/strong> is still a viable scorer. No. 2 pick <a href=\"https:\/\/www.basketball-reference.com\/players\/m\/millebr02.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Brandon Miller<\/strong><\/a> was one of the best shooters in the 2023 NBA draft. Big man <a href=\"https:\/\/www.basketball-reference.com\/players\/w\/willima07.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Mark Williams<\/strong><\/a> will look to pick up where he left off last season in the front court. <a href=\"https:\/\/www.basketball-reference.com\/players\/h\/haywago01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Gordon Hayward<\/strong><\/a> is also still around, and can act as a veteran presence. Add in the likes of <a href=\"https:\/\/www.basketball-reference.com\/players\/b\/baileam01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Amari Bailey<\/strong><\/a>, <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/m\/maledth01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Theo Maledon<\/a><\/strong>, and more, and the Hornets have a serviceable team on paper. One that could potentially make the play-in if the injury report is generous enough. The likelihood of this actually happening is admittedly shaky though, which is what prevents Charlotte from scoring higher here.<\/p>\n<h3 id=\"17fc\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\">21. Utah Jazz<\/h3>\n<p id=\"7215\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">The Jazz are a team who despite their lack of national attention, are better than one might think. They have a star by the name of <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/m\/markkla01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Lauri Markkanen<\/a><\/strong>, with contributors such as <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/k\/kesslwa01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Walker Kessler<\/a><\/strong>, <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/c\/clarkjo01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Jordan Clarkson<\/a><\/strong>, <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/o\/olynyke01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Kelly Olynyk<\/a><\/strong>, and <strong><a href=\"https:\/\/www.basketball-reference.com\/players\/s\/sextoco01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\">Collin Sexton<\/a><\/strong> all around. Utah acquired forward <a href=\"https:\/\/www.basketball-reference.com\/players\/c\/collijo01.html\" target=\"_blank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>John Collins<\/strong><\/a> for chump change as well, who shall bolster their already efficient frontcourt. This is another team who could be a playoff contender, if everything goes smooth.<\/p>\n<p id=\"c279\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">What prevents Utah from ranking higher here though is the overall lack of depth. The aforementioned 6 players can contribute, but what about everyone else?<\/p>\n<p id=\"7088\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">Also, how consistent can players like Olynyk, Sexton, and Clarkson really be over the course of the season?<\/p>\n<p id=\"9605\" class=\"pw-post-body-paragraph wy wz sw lu b xa xb xc xd xe xf xg xh le xi xj xk lj xl xm xn lo xo xp xq xr fp bj\" data-selectable-paragraph=\"\">These key questions are the bulk of the reason as to why Utah fails to crack the next stage of these rankings. The Jazz are a decent team on paper, but not a great one. There is much room for improvement as the roster is currently constructed. The frontcourt is solid, but the backcourt needs some work.
